Ambulance Rules and Regulations in India: Ensuring Effective Emergency Care

Ambulances have an important role in providing emergency medical care and transportation. So, in a country like India, where the healthcare system faces numerous challenges, having proper rules and regulations governing ambulance services is essential. In this blog post, we will explore the ambulance rules and regulations in India, their significance, and their impact on the quality of emergency care provided.

Ambulance Rules and Regulations in India

The Ministry of Road Transport provides a general code for ambulance design and operation in India, which includes guidelines related to visibility and clarity. Here are six major pointers from the code:

1. Colour

According to the rule, the colour of the ambulance's exterior body should be brilliant white and capable of withstanding regular cleaning and harsh weather.

2. Conspicuity Improvement Units

Under this rule, at least 50% of the front side of the vehicle should be sulphur yellow (RAL code 1016) in contrast to at least 10% brilliant red (RAL code 9010). And, the word "AMBULANCE" should be written on a yellow background, covering a minimum of 65% of the hood width. Plus, it should be displayed in a mirror image (reverse reading) so drivers ahead of the ambulance can easily identify it.

3. Emblems

Any additional signs, symbols, or markings should be non-reflecting. In short, the size of these emblems should not exceed 60% of the "AMBULANCE" markings. Also, the Ambulance Calling Number must be displayed on the side and back of the ambulance.

4. Warning Lights

Type A and B road ambulances should be equipped with appropriate flashers positioned according to the vehicle type.

5. Sirens

Every ambulance should have sirens with loudspeakers. The permitted frequency range for these sirens is 500 Hz to 2,000 Hz. Wail and yelp signals, cycling between 10-18 and 150-250 per minute, respectively, at a sound pressure of 110dB(A)-120dB(A), are allowed. On top of that, a public address system should also operate at all times from the driver's seat. The siren switch can be used only when the warning lights are on.

6. Recognition of Personnel

Safety garments for ambulance personnel should conform to at least ISO 14116:2008 standards. This is because these garments provide protection against heat and flames.

Role of Government Bodies and Agencies

Government bodies and agencies, such as the Ministry of Health and Family Welfare (MoHFW), National Health Authority (NHA), National Medical Commission (NMC), and state-level health departments, have an important role in formulating and implementing ambulance regulations. Collaboration among these government bodies ensures that the ambulance services adhere to the prescribed standards. Together, they are responsible for developing and updating guidelines, addressing emerging challenges, allocating resources, and promoting best practices. Altogether, it is important for improving emergency care and providing better healthcare for the population.
